2 Strategic Planning

2.1 Strategy Development Process

2.1.a. Administrative Services Strategy Development Process

Administrative Services will use a strategy development process that enables a future-oriented basis for making or guiding business decisions – the outcome being the “vital few” critical initiatives. The process takes into account the following factors:

  • “voice of the customer;”
  • the competitive environment: industry, market, and technological changes;
  • financial and societal risks;
  • human resource capabilities and needs;
  • Administrative Services capabilities -- technology and technology management, innovation, and business processes -- to seek or create new opportunities and/or to prepare for key new requirements; and
  • supplier and/or partner capabilities.

2.2 Strategy

2.2.a. Administrative Services Strategy and Action Plans

Administrative Services operations will be driven by a strategic plan.

Administrative Services’ divisions and work units will create action plans and related human resource plans that are derived from Administrative Services overall strategy.

Administrative Services Quality Leadership Team will ensure that all action plan requirements including human resources plans, key processes, performance measures and/or indicators, and resources are aligned with the overall strategy and are deployed throughout all levels of the organization.

Administrative Services' divisions and work units will identify short-term and long-term plans, note important differences between short and long-term plans, the reasons for the differences and track performance against these plans.

2.2.b. Administrative Services Performance Projection

Administrative Services divisions and work units will provide a two to five year projection of key measures and/or indicators of performance based on the likely changes resulting from implementation of Administrative Services action plans.

Administrative Services' divisions and work units will utilize appropriate comparisons with competitors and/or key benchmarks to assist in these projections.
