4.1 Selection and Use of Information and Data
4.1.a. Administrative Services Selection and Use of Information and Data
Administrative Services' divisions and work units use data, both
financial and non-financial, to support key processes and action
plans (management by fact).
Administrative Services' divisions and work units provide data to
all users in order to support the effective management and
evaluation of key Administrative Services' processes.
Administrative Services' divisions and work units ensure key users
of information and data have rapid access to and ongoing
reliability of the information and data that are deployed.
Administrative Services' divisions and work units evaluate,
improve, and keep current with changing business needs and
strategies their approach for defining, deploying, and using
information and data.
4.2 Selection and Use of Comparative Information and Data
4.2.a. Administrative Services Selection and Use of Comparative Information and Data
Administrative Services' divisions and work units take into account
key processes, action plans, and opportunities for improvement
when determining the needs and priorities for comparative
information and data.
Administrative Services' divisions and work units establish criteria
and methods for seeking sources of appropriate comparative
information and data -- from within and outside Administrative
Services' industry and markets.
Comparative information and data is deployed to all potential
users of this information and data. The comparative information
and data is used to set stretch targets and/or to stimulate
innovation.
Administrative Services' divisions and work units evaluate and
improve their approach for defining, deploying, and using
comparative information and data.
Criteria and priorities for selecting benchmarks and comparisons
are kept current with changing business needs and strategies.
4.3 Analysis and Review of Performance
4.3.a. Analysis of Administrative Services Data
Administrative Services Quality Leadership Team integrates and
analyzes performance data from all divisions and work units in
order to assess overall Administrative Services' performance in
key areas.
Principal financial and non-financial measures are integrated and
analyzed to determine:

customer-related performance;
-
operational performance, including human resource and product/service performance;
-
competitive performance; and
-
financial and market-related performance.
4.3.b. Review of Administrative Services Performance
Administrative Services' divisions and work units review their
performance and capabilities in order to assess progress relative
to action plans, goals, and changing business needs.
Administrative Services Quality Leadership Team identifies the
measures that will be regularly reviewed. Performance and
capabilities reviews are used to establish priorities for
improvement, decisions on resource allocation, and opportunities
for innovation.
Review findings are deployed throughout all levels of
Administrative Services and, as appropriate, to suppliers and/or
business partners.
